Summary:
Command blocks not summoning older add entities

Impact:

Breaks at least one map and it is unable to start, has terrible ramifications for the entire catalogue if it is not an isolated issue.

Repro Steps:

1. Download Extreme Speed Runner from the marketplace
2. listen to the old man talk
3. Note when the gates open

Observed Results:

When the gate opens, the old man just sits there and doesn't move.

when investigating the command block that is supposed to trigger it says "unable to summon jig:esr_target, when summoning it manually using the same command it works as expected

Expected Results:

The command block should summon the entity and the old man should path to it as normal
