Summary:

Any item definition with a 1.16.200 format version in the behavior pack is no longer being registered in-game when it was being registered properly in previous versions. 

Impact:

This will set us back multiple weeks and lead to our content live on the marketplace being broken until CR/QA approves updates to address this problem. 

Repro Steps: 

Step 1: Load up a 1.18.10.28 R17 U1 client

Step 2: Create a BP/RP definition for an item with the format version "1.16.200"

Step 3: Create another BP/RP definition for an item with the format version "1.10"

Step 3: Load the game and attempt to give yourself the two items.

Observed Results:

The 1.16.200 item does not show up in-game on the newest beta (1.18.10.28 R18 U1)

The 1.10 item works as expected.

Expected Results:

The 1.16.200 item should still register into the game like it did in previous versions.
