[Blocking Promo map] ghost snow layers appear after map reload

Verification builds: 1.2.5 (547645)
Summary: In a snow biome, ghost layers of snow appear after world reload. These snow layers can be interacted with but do not drop snow balls.

Impact: The core concept of "Extreme Snowman" was to dig snow layers as fast as you can and gain snowballs. The ghost snow layers prevent the game from being played in any meaningful way, if a new player joins a world they will see lots of snow where there isn't any snow, and if the game is closed and opened again, there will be even less snow. There is no work arounds for this as if seems to be a graphical glitch, so it will prevent me from releasing my christmas promo map if this cannot be fixed.

Repro Steps:
1. generate new world with a snow biome.
2. dig some snow
3. close the world
4. open the world
Observed Results: The snow layers that were recently cleared will have reappeared. When digging these newly created snow layers, notice that they do not drop snowballs.
Expected Results: the ghost snow layers should either not appear after the world reload, or if they do, they should drop snowballs when dug.
