/structure command animations not working (Read Comment)

• Summary: /structure command animations not working
• Impact: Animation feature in /structure isn't useable.
• Repro Steps:
  1. Create a structure save with a structure block or /structure
  2. Load your structure somewhere else and choose layer_by_layer or block_by_block for the animation field
• Repro Rate: 8/8
• Observed Results: The structure spawns instantly
• Expected Results: The structure starts spawning layer by layer or block by block following the input.

• Notes: 
  The command also has an issue with rotating custom blocks and does just fine for vanilla, I'm unsure if that's a bug or just missing at the moment.
