Projectiles render incorrectly when hitting a target that is close to the place where they are spawned

Summary:  Projectiles render incorrectly when hitting a target that is close to the place where they are spawned

Impact: This makes it so projectiles (especially fast moving custom ones) render in the position where they should not be appearing. The part where it renders on their spawn point if close to a target is especially annoying (see Moment_4-1.jpg and Moment_5-1.jpg attachments).

Repro Steps:

  1. Instal provided mcworld and mcpack. (can be reproduced without them this just makes it easier to see.)
  2. Go into the world with provided behavior pack enabled (again can be reproduced without the pack just harder to see. This pack makes snowballs travel faster. Without the pack you will need to stand closer to the wall to see the bug occurring )
  3. While standing far from the wall look at the wall and throw a snowball at the wall. You will see that particles are appearing correctly at the point of impact where snowball hit the wall. (See Moment_1-1.jpg attachment)
  4. Now start slowly going closer to the wall while still throwing snowballs at it. At some point you will notice that particles will start appearing somewhere between you and the wall and not at the point where snowball hits the wall. This is not a correct behavior. (See Moment_2-1.jpg and Moment_3-1.jpg)
  5. Now Get even closer to the wall while throwing snowballs at it. At some point you will notice that particles will start now appearing on your face. This is not a correct behavior. (See Moment_4-1.jpg and Moment_5-1.jpg)

Notes: It looks like that maybe if projectile only exists for a certain small period of time it will render itself in the incorrect position. And also render any particle attached to it in that incorrect position as well.
