Summary:
V1 villagers in spawners keep spawning V1 villagers even when base game is set to wildcard.

Impact:

This results in both V1 and V2 villagers being able to exist at the same time. Which is bad for player experience on any Minecraft maps that have this feature.

Repro Steps:

1. Download "Abstraction: SOLAR" from the marketplace
2. teleport to 94 120 820
3. right click on the villagers that are there
4. wait for more to spawn
5. right click on the new ones that spawned

Observed Results:

The existing ones will correctly upgrade to V2 while the ones from the spawner will spawn as V1 villagers causing both to exist in the same world.

Expected Results:

They should all be upgraded to V2 villagers.

Regression Builds: - Probably never, went back as far as 1.15 and it was like this.
