Player Permissions VIOLATION non OP can obtain and use command blocks XBOXone

Summary:
A player who is NOT set to OP status is able to use pick-block to obtain a command block then put a command in it and execute it.
Impact:
violates user permission settings
Repro Steps:
1.change user setting to remove OP
2. pickblock on a command block
3.place command block
4.write command in command block

Observed Results:
user reports being able to doing each of those steps on xbox one, unable to reproduce on windows 10
Expected Results:
non op should not be able to pick a command block, shouldn't be able to place command block and shouldn't be able to write in command blocks.
