F9 to reload models and animations no longer works

Makes it slower to work on animations, slowing down production

Repro Steps:

1. Install a resource pack with custom animations
2. Modify the animations while the world is loaded
3. Press F9 to reload

Observed Results:

The animations do not reload

Expected Results:

The animations should reload, as they did in previous versions
