Headwear Persona Items don't disappear under heads & skulls

Summary: Headwear Persona Items don't disappear under heads & skulls even when the correct Head zones are selected in Blockbench. This is affecting first party headwear persona item too.
 
Repro Steps:
(Step by step instructions to reproduce this bug)

1. Create a headwear persona item in blockbench, add geometry to the helmet armor bone & set zones by selecting 'head top' and 'over hair' then export a persona test build.
2. Apply the item, open a world and wear a helmet => the persona item disappear
3. Wear a creeper head or any other heads/skulls => the item is still there clipping through the creeper head.

 

Expected Results:

The expected behavior would be that the item disappears when you wear a creeper head.
