comparator 1 tick bug

Summary:
clear command on a repeating command block is not properly outputting on a comparator
Impact:
This prevents the proper use of comparators, more specifically in Infinity Plumber is directly effecting the mechanism in which we are using to issue upgrades to the player.
Repro Steps:
1. put a clear command for a specific item on a chain command coming off a repeating command block
2. put a comparator coming off that chain command block
3. put a block with an impulse command off that comparator with a command in it
4.put the item in your inventory that is supposed to be cleared
Observed Results:
item is cleared successfully from your inventory but the comparator will only intermittently turn on, and when it does turn on, it will only intermittently actually power the supsequent command block.
Expected Results:
the comparator should turn on when the chain command is successful, then it should also trigger the subsequent command
