Consisty error between custom spawn eggs and normal spawn eggs

possibly breaking a couple of tutorials rooms in 3 live maps

Summary:

When a player is in adventure gamemode. You cannot place a spawn egg, This was always the case before 1.16.200. now in .55 with the new custom spawn_eggs created for custom entities. that is no longer the case, those custom eggs can be placed when an player is in adventure mode.

Impact:

Tutorial or certain mechanics was designed to relies on the ability not able to be placed. but not can and thus breaking the tutorials

Repro Steps:

1. Have a custom entity in the map
2. Get a spawn egg of vanilla entity and a custom entity.
3. try to spawn the entities

Observed Results:

Vanilla entities cannot be spawned

Expected Results:

None entities should be spawnable in adventure mode or all. but I recommend and want  to not spawn anything
