Blindness effect severely decreases render distance

Build: 1.2.2

Summary: Whenever a player has blindness effect on, the render distance is severely reduced no matter what view distance the player is using or what device they are on.

Impact: While it may seem unnecessary to fix since blindness inhibits how far you can see in front of you anyway, decreasing the render distance makes it very obvious and jarring when new chunks are loading in. It also means entities can appear floating in the distance as those chunks aren't loaded yet. See attached video for better demonstration.

Repro Steps:
Create a world and give yourself blindness effect.

Observed Results:
Render distance is massively reduced and chunks only render when you are very close by them.

Expected Results:
Render distance should not be affected or at least not affected to the extent that it is currently. It's difficult to use blindness effect for ambience when chunks don't load.
