Summary: Spawn eggs that have can_place_on component can be placed on any surface

Impact: This breaks any progression protection put in place and can render maps incompletable that use these features.

Repro:

1. Download the map Papercraft 2: City Project
2. open the world
3. teleport to -273 104 105
4. open the chest
5. try to place the flowers on blocks that are not podzol

Observed result: 10/10 attempts

The flowers (add mob spawn eggs) are placable on any block even though they should only be able to be placed on podzol

Expected result: They should follow the rules of their can_place_on components
