loot tables with set_data function give broken items

Summary:

Loot tables that use the set_data function (for example, in dyes or spawn eggs) provide items that cannot be right-clicked, dropped, or stacked with vanilla items that have the same data id. 

Impact:

This will massively affect everyone's live content if not fixed for release.

Repro Steps:

  1. Download "Mouse House" from the Marketplace
  2. Go to Robin's Room (Pink bedroom with the doll house)
  3. Find one of the several coloured crayons and attack them
  4. Notice how the crayon drops an ink sac instead of the coloured dye

Observed Results:

The set_data function within the loot table doesn't work properly and provides an item with weird behaviours

Expected Results:

The set_data function within a loot table sets the item data properly
