Summary: Detector rails do not power powered rails going up a slope

Impact: detector rails working as expected is important for many maps. Them not working can cause quests to be incompletable, such is the case with one in papercraft 2

Repro:

1. Download detector rail not working world attached
2. Open it
3. get in minecart
4. press button

Observed result: When the detector rail is crossed with the minecart, the powered rails are not powered.

Expected result: The detector rail should power the powered rail
