[BLOCKING] Gamesrules are reset after user toggles cheats

Summary:
When the player toggles the Cheat option, gamerules are reset.
Examples:

• Keep inventory is set to on after the cheat toggle its back to off
• Always day gets reset to off after cheat toggle
• Check 2017-09-30_16-41-26.mp4 for more gamerules that are reset.

Impact:
When the player toggles the Cheats option, the map experience may change for a unexplained reason.
Repro Steps:
1) Enable Cheats
2) Enable Keep inventory
3) Disable Cheats
Observed Results:
Gamerules are reset after a Cheat toggle.
We now have to add a extra clock where the correct Gamerules are set, this adds process power that is wasted, which further impacts low-end devices.
Expected Results:
Gamerules are not reset after a Cheat toggle.
