[BLOCKING] [effecting existing public content] Redstone Block not powering repeater if removed the following tick.

Summary:
When placing and removing a redstone block in 1 tick, it doesn't power a repeater.
Impact:
Has rendered Infinity Dungeon EX unplayable as well as causing issues in Monster Battle Arena
Repro Steps:
1. Make a command block with /setblock ~ ~1 ~ stone
2. Place a repeater with its back to the block above the command block
3. Place or set a redstone block on top of the command block
Observed Results:
redstone block gets removed as normal, however the repeater doesn't power up.
Expected Results:
in every version of Minecraft to date, including java and 1.2 and prior this behavior has resulted in a powered repeater.
