BLOCKER testforblocks testing 0 blocks, but output is possitive

Summary:
I have a testforblocks commands that check if one region has the same amount of blocks as another, when all blocks are broken in my test site then /testforblocks still gives back a positive output over comperators. even though the debug text says: 0 blocks compared
shouldnt this be a negative output?
*Impact: *
game is unable to detect if the player completed the objective. halting the game.
Observed Results:
Output is possitive even when the source and destination are no longer the same
Expected Results:
Negative output.
