On world load, signs are falling off blocks.

Impact:
It is not known why or how wide spread this issue is, however signs are an important information delivery system, if they are missing in maps this causes gaps in instructions or worse.

Repro Steps:

1. Download Jig's Guide: Redstone Basics from the marketplace
2. Start the world
3. In front of you is 2 end rods and a chest in the middle

Expected: There should be 3 signs, one on the chest and one on both end rods.

Observed: The signs on the end rods pop off. If you go into survival you can place signs on end rods so there is no reason they should have popped.
