Elytra cannot be opened while moving upward

Summary: While falling with elytra equipped, pressing space is ignored unless the player is currently falling. While moving upward, it's impossible to deploy elytra. This is already being tracked on the public tracker as MCPE-59580 (after the same change was made to Java Minecraft).

Impact: This makes a minor mechanic in an upcoming map slightly inconvenient/unintuitive to use.

Repro Steps:

1. Equip elytra in survival mode
2. Tap spacebar twice

Expected Results: Elytra deploys immediately.

Observed Results: Elytra is not deployed.
