Summary:

Whenever a structure is loaded via a structure block (either manually or via redstone), block ticks in some chunks near the destination are cleared, meaning command blocks stop ticking, even when they're set to Always Active or powered by redstone

Impact:

Prevents us from using structure blocks reliably and limits their usage to spots we're certain there are no command blocks or redstone contraptions.

Repro Steps:

1. Open the world provided
2. Place the repeating command block from your inventory onto the red concrete.
   This repeating command block is set to spam "ticking" in chat, every second. It's set to always active so it should start spamming chat as soon as you place it.
3. Observe chat

Observed Results:

The repeating command block stops running after 0-4 ticks, so you only get 0-4 chat messages.

Expected Results:

The repeating command block doesn't stop running when you place it on the red concrete.
