"attack_interval" in ranged attack component does not work

Verification Builds: 1.14.60, 1.16.0.63 (Windows 10)

Summary: The attributes "attack_interval_min" and "attack_interval_max" in the component "minecraft:behavior.ranged_attack" currently have no effect.

Impact: Predictable timing of ranged attack entities is impossible, lowering the quality of content. Currently does not affect live content from us, but affects upcoming content.

Repro Steps: 

  1. Load the attached blaze behavior file into the /entities folder of a behavior pack
  2. All that is changed in the behavior file from the 1.14 default pack is the ranged_attack component. Burst attacks have been removed in order to demonstrate the effect more clearly and the attack interval has been increased to a high number (10,000 - 20,000).
  3. Join a world with the behavior pack loaded
  4. Spawn a blaze and let it shoot at you in survival mode.

Observed Result: The blaze shoots at you in arbitrary intervals of about 4 seconds.

Expected Result: The blaze should take at least 167 minutes between fireball.
