Minecraft 1.13.1 launch bug

Whenever I try to launch minecraft, this happens.

After the game stops responding and minecraft closes, on the launcher it says a crash occurred and then no matter how many times I try I can't get it to work. I have tried reinstalling it and I have also tried repairing the files via the launcher but nothing seems to work. Someone suggested I try running as administratior, which I tried and it won't work. 

Is there any way I can fix this? Is there something I'm doing wrong?
