When loading skins onto the launcher they don't match up with the skin in game

When you load a new skin onto the launcher and save it appears completely normal with all of its layers like it should. However when entering the game the minecraft skins that were installed will sometimes lose the top layer for the character's head. An example would be if a character with a mask on their face or flowers in their hair was saved that the mask and/or flowers would missing from the sprite while playing the game. The sprites it affects are random even if using skins from different sites, creation dates, or models that are similar. I tested out some skins with flowers, hoods, headphones, added on 3D effects. From what I found the 3D affects (like headbands or a jacket hoodie) and headphones aren't affected, but flowers and certain models with ears are. The affected launcher appears to be version 1.13. I also apologize for the mediocre visual pictures with the title screen in front, However if you focus on the character's head you can see that they lack flowers that were shown in the launcher skin site.
