[MCL-9784] minecraft stops responding after 1.13 update

I can launch and play all versions before 1.13 fine but when I try to launch a profile in 1.13 it will take longer on the mojang screen and freezes on the title screen. Clicking at any point will cause it to stop responding. I have deleted all my texture packs and mods, and tried to reinstall the game to no avail. The log that is always asked for is as follows:
