Minecraft hangs at the 'MOJANG' launch screen

Upon launching version 1.13 of Minecraft via the latest launcher it hangs at the 'MOJANG' launch screen.

 

Upon closing the app it states 'Java (TM) Platform binary is not responding'.

 

I have disabled Anti-Virus and have the latest version of Java / latest video drivers.  I have also reinstalled Minecraft itself.
