[MCL-9318] Launcher uses incorrect link for Snapshot Server downloads

I tried to download the server for the latest release - 1.13.
Tries to load this - https://s3.amazonaws.com/Minecraft.Download/versions/1.13/minecraft_server.1.13.jar
Gets:

MJG - I tried the manual download. No go. Log file with errors attached.

MJG - Same problem in launcher for 18w20a 2018-05–15

MJG - Same problem in launcher for 18w20b then for 18w20c. Dead link.

MJG - Launcher 2.0.1049 still won't resolve and let me download the snapshot server.

Release 1.13. Still has same access denied error. Please resolve issue. It's not even assigned!
