"Need Assistance?" link in skins tab does not work

When going to the Skins tab, it prompts me to a security verification. The verification fails despite the information entered being correct. I click "Need Assistance?" which then pops up the Windows 10 prompt for "You'll need to open this app with mojang" and it doesn't know and cannot find an app called 'mojang'.

The 'Version ID' field here in JIRA seems to be at odds with the version I just downloaded.
