MInecraft Launcher Crashs when Play and Mod Issues

So i posted the same issue at https://bugs.mojang.com/projects/MCL/issues/MCL-8841?filter=allissues

I want to report an issue with the mod [NEKO] (https://bugs.mojang.com/secure/ViewProfile.jspa?name=Neko) who was assigned to my issue and he stated the problem and the solution but didn't the solution didn't help at all... How do you 'Fix Permissions' on a temp file that is deleted so after it was created... Please Help.
