I can't change my skin

I can't change my skin in one server: (Minecochia) concretely in (Youcochia).
I tried to change it from the Launcher and from the Official page and I can't.
I change my name three times, my first name was Whaxy my second Sadowhe
and now Whaxy again, but I can't change my skin.
