Walls wont spawn on endcities and Mansions

Everytime I teleport to a mansion and endcity, the walls wont appear. It's really annoying me and I want it to stop! I'm on the snapshot 17w47b. Is it a glitch in this snapshot or is it something else? It might be a little hard to see in the picture but thats whats been happening.
