Uninstalled Minecraft - everything deleted

Unable to change Forge versions. Menu does not come up like before. Still goes directly to game. I want to add Mods but unable to do so probably because I cannot click on Forge 1.8 through the menu. I have already uninstalled Minecraft from PC but still don't have the option menu to change between Forge versions. How do I fix this???
I installed Forge 1.8 just like Mojang "Youtubers" state but still menu does not appear. All I want to do is Mod Minecraft.
I had it before and one day it wouldn't load up my mods. I took it to a computer repair shop and he finally got it to play Minecraft but I was still unable to change my Forge Versions with the mods. I love Minecraft and want to post videos on YouTube but "straight vanilla" style, no chance to support the game.
Please help me. I've searched at least 9-10 hours on-line forums and even watched probably 6-7 hours of YouTube videos but I AM STUMPED. Something tells me that my Minecraft Launcher is responsible or just being "logged in" keeps me from changing my Versions to add my mods.
