Game will not start ERR_CONNECTION_RESET

Receive the following error from launcher:

Error details: Request error -101: ERR_CONNECTION_RESET

When trying to reach the same file via curl (http+s+), the file downloads manually without issue. I can reproduce the error via curl and get additional errors from cloudfront.
