Server crashes when OP players join

17w13b, 17w14a, 17w15a I have not been able to update to either of these servers with my old map, not sure if I create a new map if it will work. I'm currently running 17w06a. When I try to run anything newer then 17w06a the server crashes if the player is OP'ed, if normal player they can log in and play but logs do not work. I also can't shut down or kill the server, I have to log in as OP to stop server. it does not always create a crash report, but i attached all I had.
