When pressing play, no matter version selected, throws Unable to create directory

When I click 'Play' in the Launcher, I always get the following error:

Unable to create directory. equip_iron5.ogg
Name: equip_iron5.ogg
URL: http://resources.download.minecraft.net/12/12ee841f09570ffd7ca155f8acde6588d3945168
Error details: Cannot create a file when that file already exists

I have tried re-installing Minecraft, clearing out temp files and checking for ByteFence. I have run Malwarebytes and not found any traces of ByteFence.

My only real-time anti-virus is Windows Defender. Please try and help me and not refer me to an existing issue with ByteFence. My sons have not been able to play since 2/1/2017.
