Updater Confused about runtime version

What I expected to happen was...:
the launcher to open, like normal

What actually happened was...:
the updater opened and tried to download the runtime and froze

Steps to Reproduce:
1.open launcher W/ Internet connection
2.wait for updater to try to download runtime
3.the updater may freeze whilst downloading
