Cannot update minecraft native launcher

Everytime I enter the minecraft msi launcher, I just keep updating my native launcher. When the download is done, it will pop out a message saying "Problem moving C:/Users/Toshiba/Desktop/tmp/tmpLauncher.tmp to MinecraftLaucher.exe whith error code 5". Please help me, thanks.
EDIT-I have trying running the minecraft shortcut on desktop, the launcher on the program files and move the launcher to the desktop and run it again.
