Re-downloads JRE on nearly every launch

Every day, the new Minecraft Launcher re-downloads the JRE for running Minecraft.

I find this annoying as the runtime is a 120MB download and takes a few minutes.

To Reproduce:
1. Launch Minecraft Launcher.
1a. If it doesn't happen, wait until the next day. DO NOT launch again while waiting.
1b. Repeat at step 1.
