Launcher will not start Error 32 New Launcher

My Minecraft will not load. Please help! It says: Problem moving Minecraft.exe.tmp to Minecraft.exe with error code 32. I have used the launcher before and is only saying this now. It will not let me open the launcher. When I deleted the launcher then downloaded it again, it said: Unable to start the Minecraft Runtime Environment. This is most likely caused by a corruption. Please try to reinstall Minecraft. When I downloaded the new launcher AGAIN, it said the same thing.
