Cant login to minecraft or use the launcher. "Unable To Download Minecraft. Please try again later.

I can't login to minecraft on minecraft.net. Whenever I tried to download minecraft the launcher always says, "Unable To Download Minecraft. Please try again later."
What I expected to happen was...:

The launcher would work and everything would be alright. I could login to my minecraft account.
What actually happened was...:
Describe what happened here
The launcher said, ""Unable To Download Minecraft. Please try again later." And when I login to my minecraft it either says my password or username is incorrect or it will take me back to the homepage.
