When I log into the laucher, I get this message: (SocketTimeoutExcepttion: connect timed out)

I have not been able to play to play Minecraft for about a month now, because whenever I try to log in, I get the message: (SocketTimeoutException: connect timed out). This message has prevented me and my two siblings from playing Minecraft for about a month and it has been getting irritating. I tried everything I could from reinstalling the Minecraft Launcher to trying to troubleshoot my network connections. Everything was inconclusive and I cannot figure out what is wrong. I believe my account is locked but I cannot see any kind of indication. Can you guys explain what the problem might be? I would really appreciate it if I could have an explanation.
