Problems With Glowing Effect in LAN

In messing around with the 1.9 Combat Update, my brother and I playing in 15w31b, found that the host of the LAN server could see themselves glowing, but not other players on the server. Could this be related to MC-52974? Secondly, if a player joining the game has the glowing effect, the host can see it, but the other player can't see it if they hit F5.

How to replicate:
1) Open a world in LAN.
2) Have other players join this world.
3) Run this command: /effect @a minecraft:glowing
4) Observe the effects by hitting F5.
