Minecraft won't start, or download correct files!

i've downloaded the latest launcher and deleted my .minecraft folder n reinstalled (still didnt work) , and everytime i click play on the launcher it downloads files but it always ends up saying "finished with 12 failures" and the game dosnt launch and nothing happends.

when trying to download the file it times out and gives me this error
"java.net.SocketTimeoutException: Read timed out" for each download that dosnt download.

it says for each file "couldnt download" and "gave up trying to download"

please help.
