Game not Launching

Minecraft Launcher has been showing me the downloading status for the past few times that I've opened it. It shows me 0MB/851.25MB but it still hasn't finished. I can't play either minecraft versions due to the downloading status. I've tried to stop and pause the download but neither seem do anything. I've restarted the launcher multiple times as well but it changed nothing.

 

Steps i tried 

1.I downloaded the Launcher from MS.I think its newest version (v.3.2.21-2.0.16)

2.I can not download it from minecraft.com because its not reacheable 

3.I have tried to reinstall Xbox App but it is still crashing.Yes in MS and Launcher am i logged with the same ACC

4.Yes i have updated Everything i have seen (store.xbox,software)

5.Sorry but i can not reach the Web(Screen Shot Uploadet)

6.No,I don´t use Antivirus/Vpn 

Note! I have tried to reach minecraft.com/net but its not Loading.
