Launcher start up time is much longer than in earlier versions

Affects 3.2.21-2.1.3 and b.3.2.21-2.1.3 (neither in the drop-down list for some reason).

Time from window appearing to 'PLAY' button appearing:

• 3.2.21-2.1.3 - 12-13 seconds
• 2.1.17784 - 4 seconds
