64x64 PNG skin files giving error message when uploading

When trying to upload a skin in the Minecraft Launcher, every file, including 64x64 PNG files that worked before, show the following error message.

 

 

I have attached an example of a skin file that worked before, but doesn't now. It is a 64x64 PNG file.
