Purple Heart Cape not accessible in the launcher

In Minecraft Bedrock Edition, I have access to the Purple Heart Cape, as I redeemed it through Twitch (You can check my account, which has the same username as my Jira account, for confirmation), but when I look through the Java skin customization in the launcher, it's not there.
