I can't open minecraft bedrock or java

Minecraft Launcher has been showing me the downloading status for the past few times that I've opened it. It shows me 1.46MB/1.46MB but it still hasn't finished. I can't play either minecraft versions due to the downloading status. I've tried to stop and pause the download but neither seem do anything. I've restarted the launcher multiple times as well but it changed nothing.
