I was only now made aware that I should’ve gotten a Cherry Blossom cape because I voted in 2023. I haven’t, why?

So, I’m very sure I voted in 2023 and was only now made aware that I should’ve gotten a Cherry Blossom cape, how come I didn’t? I’m very bummed about this so I appreciate all answers, thanks!
