Launcher wont start

When I download the windows 10/11 launcher and then try to launch the actual launcher upon it downloading a breakout message occurs with error code 0x80000003 

What I expected to happen was...:
Usually the launcher opens, and I can manage my account or play the game.

What actually happened was...:
A breakout message popped up saying it failed to launch with an error code

Steps to Reproduce:
1. I dont know what started it, it just didnt work one day.

2. uninstalling and reinstalling didnt work

3. I ran scans on my image files and repaired them and it still does not work.
